At the time of visiting (2024) the airport was undergoing major renovation which had cut the terminal in half with Concourses B &C separated from D & E meaning movement round the airport was restricted and most of the larger shops were closed, with only the limited facilities located down on the concourse arms. |

International
This experience was in 2024 during a period of major building works that had severed the airport into two sections with transit between the two impossible and only limited facilities. After landing it's up the airbridge into the terminal and then straight down into the immigration hall, once through immigration there was a small baggage reclaim hall with just two belts for the D-Concourse gates. Beyond the belts was customs and beyond there a walking route round to a bus shelter where you have to be bussed to the edge of the secure area and then let through a staff only door out onto the pavement in front of the main terminal building at the far end from the public transport connections.
Immigration was surprisingly quick with several members of staff on duty.
The baggage reclaim hall for the D gates was right behind immigration, but this may have been because of the building works that were taking place. There are only two belts.
Just beyond the baggage reclaim belts are the customs lanes which were heavily staffed.
The Red Line of Portland's Light Rail System (MAX) runs to the airport from the centre of the city. Trams leave every 15 minutes for most of the day (30 minutes in the late evening), taking about 45 minutes to reach Pioneer Square in the heart of the city.

After checking in you have to make sure you head to the correct gate security queue either for Concourses B &C or D & E, once airside there is no connection between the two. Once through security into Concourse D &E there are only limited facilities.
A couple of small cafe/bars located airside, I didn't see anything landside, but that could have been because of all the building works

Just one restaurant on each Concourse that I could see, nothing landside
A small number of specialist and gift shops airside. No Duty Free shop - possibly due to the building works
The toilets were all clean and well maintained
